1. The performance brief
The largest uncertainty is often the requirement itself. Occupancy, operating duration, included hazards, structural performance, entry and escape, environmental conditions and verification determine what must be designed and bought. Two spaces with the same area can have entirely different cost bases.
Avoid a supplier comparison until every offer responds to the same agreed brief. A low number may simply exclude the structure, installation, supporting services, testing or local approval needed to make the component usable.
2. New-build, retrofit or standalone arrangement
Integration into a planned building can coordinate structure, waterproofing and services before work starts. A connection to an existing property adds investigation, protection of occupied areas, temporary works and interface risk. A standalone structure needs its own complete ground, access and utility strategy.
The arrangement affects both design effort and construction risk. It should therefore be priced as part of an option comparison, not as a fixed percentage added after the form is chosen.
3. Ground, water and structural conditions
Excavation access, geology, groundwater, contaminated ground, neighbouring foundations, retaining work, disposal and waterproofing can dominate an underground project. Existing records reduce uncertainty only when they are relevant and reliable.
The structural solution follows the actual performance brief and site conditions. Concrete thickness or reinforcement should not be presented publicly as a universal recipe. The responsible engineer calculates and details the project-specific system.
4. Openings, services and autonomy
Doors, protected openings, escape, ventilation, cooling, power, water, wastewater, communication and controls create interfaces through the protective boundary. Their cost depends on performance evidence, installation, access for maintenance and integration with the host property.
Longer operating targets normally increase resource, equipment and space requirements, but not in a simple linear way. The design must identify the limiting dependency and the accepted response when a service fails.
5. Location, approvals and evidence
Local professional fees, permits, authority reviews, logistics, import conditions, specialist availability and testing routes affect the delivered cost. International products may require local evidence or may not be accepted for the intended use.
Inspection, functional testing, integrated tests, manuals, training and future retesting need an allowance. Removing them to reduce an early number does not remove the obligation to prove or maintain the claimed outcome.
What a useful early estimate contains
An early estimate should state its date, currency, location basis, protected scope, design maturity, inclusions, exclusions, assumptions, contingency and accuracy limitation. It should distinguish at least the following amounts.
- Feasibility and client-side coordination fee
- Project-specific licensed specialist services
- Surveys, investigations and authority costs
- Protected-scope construction and equipment
- Travel, logistics, tax and currency allowances
- Operation, inspection, consumables and replacement
Conclusion
A serious estimate is the result of a defined scope and transparent assumptions. A square-metre price without a performance, site and evidence basis is a sales number—not a project budget.
