These labels are often used as if they describe different quality levels. They do not. Each can refer to a different purpose, regulatory basis and performance requirement. A credible project starts by defining the event, occupants and required outcome before naming the space.

There is no universally best arrangement. A new-build integration usually gives the design team the cleanest interfaces. A connected retrofit preserves direct access from an existing asset but introduces uncertainty. A standalone structure gains independence while taking on a complete set of site and utility requirements.

A reliable area cannot be selected from occupancy alone. The protected-operation target, activities, accessibility, hygiene, storage, system space, maintenance and escape strategy all affect the required area. Start with a functional schedule, then test whether the resulting layout works.
