Start with the event, not the product
The useful first question is not ‘Which bunker should I buy?’ It is ‘What must this project protect against, for whom and for how long?’ Fire, extreme wind, flooding, forced entry, armed conflict, loss of utilities and contaminated outdoor air are different situations. They create different structural, access, ventilation, water, power, communication and operating requirements.
Combining every conceivable threat into one undefined promise produces an untestable brief. The project should record scenarios that are included, scenarios that are excluded, the severity assumed and the evidence that will demonstrate the selected performance.
What ‘safe room’ means in U.S. guidance
FEMA P-361 addresses residential and community safe rooms for tornadoes and hurricanes. It works with the ICC 500 storm-shelter standard and focuses on extreme wind and wind-borne debris. That is a demanding and useful definition, but it is not a general certification for blast, ballistic, chemical, radiological or long-duration utility-loss scenarios.
A room should therefore be called FEMA-compliant only where the relevant criteria, design responsibility, construction oversight and evidence actually support that claim. A robust-looking door or reinforced wall does not establish compliance by itself.
What a civil-protection shelter means in Switzerland
The Swiss system uses standardised protective structures for the population. The Federal Office for Civil Protection describes reinforced protective shells, protected openings, emergency escape and dedicated ventilation as parts of that system. Construction, equipment, maintenance and authorised alterations are governed by technical instructions and public responsibilities.
Those rules demonstrate why a shelter is a system rather than a room with a heavy door. They must not simply be copied into another jurisdiction and described as locally approved. Local law, hazards, authority expectations and responsible specialists still control the live project.
How CiviTech uses ‘protected residence’
CiviTech uses protected residence as a neutral project description for a home that includes a defined protected scope. It does not imply a rating. The concept may be integrated into a new home, connected to an existing residence or built as a standalone structure.
The description becomes technically meaningful only when the client approves the occupants, operating target, included hazards, required functions and verification route. Licensed specialists then translate those requirements into designs, calculations and tests. The client separately handles the local approvals and permits.
A practical selection test
Before selecting a label or supplier, ask whether the proposal answers all five questions below. If it does not, the project is still at product-selection stage rather than a defensible protection concept.
- Which people, operations and assets are protected?
- Which defined events and severity levels are included?
- What must continue, stop safely or recover—and by when?
- Which law, standard, calculation or test method applies?
- Who is professionally responsible for design and verification?
Conclusion
Use the terminology that matches the actual requirement and jurisdiction. If the requirement is not yet clear, the correct next step is a feasibility brief—not a performance claim.
